What is Traffic Calming?

The US Dept of Transportation defines Traffic Calming as the combination of measures that reduce the negative effects of motor vehicle use, alter driver behavior, and improve conditions for non-motorized street users.  Traffic calming consists of physical design and other measures put in place on existing roads to reduce vehicle speeds and improve safety for pedestrians and cyclists.  For example, vertical deflections (speed humps, speed tables, and raised intersections), horizontal shifts, and roadway narrowing are intended to reduce speed and enhance the street environment for non-motorists.  Closures that obstruct traffic movements in one or more directions, such as median barriers, are intended to reduce cut-through traffic. Traffic calming measures can be implemented at an intersection, street, neighborhood, or area-wide level. “Road diets” are one approach to traffic calming. Is Haseko Planning To Add Any Stop Lights On Keoneula Blvd. To Support An Increase In Traffic In The Future? A traffic study commissioned a few years ago showed that the south leg of a crosswalk across Keone‘ula Blvd. could be warranted at Kamakana Street, but not on any of the other legs of that intersection, or at Kaiwawalo Street. A traffic signal is not warranted at either intersection. In December 2021, a raised crosswalk was installed at the intersection of Kamakana Street and Keone‘ula Blvd. We anticipate additional traffic signals may be needed in the future on Keoneula Blvd. but traffic signals can only be installed once the City’s warrant criteria are met, which is not expected to occur until the entire retail component is finished, and the City approves the plans.

Photos: Simone Ewa Beach community upset with new wave park after Drunk driver crash racing three cars going 70 mph  By Chris Dacus  March 29, 2023 updated April 3, 2023 Intoxicated girl from new wave pool night club narrowly missed hitting a resident walking her two dogs yesterday at 7:13 pm. The driver was drinking at the Wai Kai's "The Line Up” the wave surf bar which opened 5 days ago.  Unknown to Hoakalei residents is that the bar turns into a nightclub in the evening until 10 pm. The driver was racing two other cars reportedly exceeding 70mph on Keoneula Boulevard (posted intersection speed 15 mph) when she lost control of her car at the intersection with Kamakana street after hitting the speed bump (speed table) flipping the car on the side and ending up the front lawn. The intersection of Keoneula and Kamakana Street is where a woman flipped her vehicle Wednesday night before being arrested for DUI. Residents said she was going more than 70 miles per hour and barely missed a woman walking her dogs. “We were home last night having dinner when we heard the crash outdoors,” said Rick Peterson. “Yeah, the big squeal and the crash,” added his wife, Cathy Bernard. According to residents, the driver had been drinking at a new restaurant at The Lineup at Wai Kai, the new wave pool attraction at the end of Keoneula Boulevard.
